FEMA...Where Were You?

FEMA is being gowngraded and dismantled in favor of the Department of Homeland Security (an all hazard approach).  The main focus of the new department will be "terrorist attacks", not natural disasters like hurricanes, tornadoes, earthquakes, floods, windstorms, power outages, and ice storms.

Neither department, FEMA or HOMELAND SECURITY, seems to have the ability to respond to a disaster in a timely manner.  Three days was too long for the federal agencies to recognize there was a problem in New Orleans.
